The game is set in American prisons torn by constant prisoner riots. The player controls a police assault group member and recapturing the prison is his objective.

The gameplay revolves around forming a group of 1-4 players helping each other in cooperative missions against computer-controlled prisoners (playing single is available) and then using firearms and different accessories in order to rescue hostages, reclaim prison and/or fulfill any other main/side objectives.
